What we do

The Global Energy Districts Programme (GEDP) is an international initiative led by the United Nations Industrial Development Organization (UNIDO), with support from the Swiss State Secretariat for Economic Affairs (SECO). Our mission is to promote the development and implementation of energy districts in urban and industrial environments across developing countries. 

EDs are infrastructure solutions that enable the centralized production and distribution of multiple energy services—such as cooling and heating—through a network of pipelines.  By centralizing energy production, they achieve:

  • Higher energy efficiency and lower environmental impact, operating with cleaner energy sources and reducing greenhouse gas emissions, and, in many cases, eliminate the use of Ozone-Depleting Substances (ODS) found in traditional air-conditioning systems.
  • Reduced energy consumption and costs, extending equipment lifespan and minimizing maintenance needs.
    In essence, Energy Districts represent a modern, sustainable, and efficient way to cool and heat cities, large urban areas, and industrial developments.

GEDP works under three strategic pillars:

  • Global cooperation and standards – fostering knowledge exchange and technical guidelines.
  • National implementation – supporting countries in integrating Energy Districts into policies and developing pilot projects.
  • Regional partnerships – working with local and regional organizations to accelerate sustainable urban and industrial development.

GEDP seeks to promote this concept globally and support beneficiary countries in its implementation by fostering regulatory frameworks and public policies, as well as developing capacities and enabling conditions that facilitate the growth of Energy Districts in developing countries.

GEDP promotes Energy Districts as a strategic infrastructure solution to enhance energy efficiency, reduce greenhouse gas emissions, and strengthen the competitiveness of urban and industrial systems. Through international cooperation and public–private partnerships, the Programme advances scalable and replicable implementation models. The experience accumulated and lessons learned over the past decade — not only by UNIDO but also through peer programmes internationally — provide a solid foundation for the global expansion of GEDP to new countries and regions.

GEDP adopts a context-sensitive and tailored approach for developing countries, adapting its strategy to the specific needs and conditions of each national context. The programme operates across key areas such as institutional frameworks, knowledge and capacity building, identification of prospective projects, and financial and creditworthiness readiness—driving the sustainable development and scaling of energy districts in each region.

- 21 technical feasibility studies on energy districts in 10 cities

- Training of more than 3,000 individuals in energy districts

-Capacity strengthening among partner institutions and beneficiary populations, including academia, government, and private sector stakeholders

-Integration of the term and related concepts of energy districts into national and municipal regulations, providing a legal framework to support public initiatives that promote their adoption and implementation in Colombian cities.

Future plans

GEDP will continue its international expansion by promoting new interventions, mobilizing investment, and strengthening a global community around Energy Districts.

GEDP’s upcoming interventions will focus on reinforcing institutional coordination, identifying concrete opportunities for the development of Energy Districts in Vietnam, Morocco, and Colombia, as well as in the LAC/LATAM, Africa, and Southeast Asia regions. The programme will continue consolidating technical and institutional capacities in these countries while exploring new territories for future implementation and acting as international knowledge hub.
